Richard Monroy CEO at Millennium Exploration Company Richard Monroy founded his oil and gas enterprise in July of 2006 as a fully integrated oil and gas exploration and production group. Monroy took his savings and purchased an interest in a North Texas oil well and launched what would become Millennium Exploration Company.
